FINANCIAL RESOURCES OF HIGHER EDUCATION INSTITUTIONS IN THE TRANSITION TO A GREEN ECONOMY AND THEIR ECONOMIC SUBSTANCE

Аннотация

В статье исследуется экономическая сущность финансовых ресурсов высших образовательных учреждений (вузов) в условиях перехода Узбекистана к зелёной экономике. Проведено чёткое разграничение трёх понятий, которые часто используются как синонимы, - финансовые источники, финансовые ресурсы и финансовые средства, - и финансовые ресурсы вузов классифицированы в шесть групп: государственный заказ (государственный грант), плата по контракту, гранты, спонсорство, научные проекты и собственные доходы. Для каждой группы определены её роль в финансировании зелёной трансформации и присущие ей риски. В качестве вклада в литературу предложено выделить в отдельную «седьмую группу ресурсов» совокупность инновационных, возвратных и ориентированных на результат каналов финансирования - зелёные облигации, зелёные возобновляемые фонды, энергосервисные контракты, международные климатические гранты, партнёрство «1+1» с фондами поддержки инноваций, краудфандинг, государственно-частное партнёрство, а также адаптированную к зелёным направлениям модель целевого фонда учебных лабораторий и партнёрства «вуз - предприятие», предложенную Туробовой, Гиязовой и Кодировым (2018). Разработаны также показатели оценки диверсификации финансовых источников и потенциала инновационного финансирования, даны рекомендации по финансированию «зелёного» вуза.
