MINTAQALARNI STRATEGIK RIVOJLANTIRISH SAMARADORLIGINI BAHOLASHDA BIOIQTISODIYOT KOʻRSATKICHLARINI QOʻLLASHNING METODOLOGIK ASOSLARI
Аннотация
В статье исследованы методологические основы использования показателей биоэкономики при оценке эффективности стратегического развития регионов. Автор обобщил ресурсную, биотехнологическую и экологическую трактовки биоэкономики и обосновал её в качестве самостоятельного объекта оценки региональной стратегии. На основе официальных источников сопоставлены опыт мониторинга биоэкономики Европейского союза и доля сельского хозяйства в валовом внутреннем продукте и занятости Узбекистана, рассчитан коэффициент относительной производительности. Предложены система показателей, охватывающая биобазированную добавленную стоимость, занятость, предложение биомассы, ресурсную производительность и переработку биоотходов, а также порядок построения композитного индекса. Этапы нормализации методом минимума-максимума, взвешенной агрегации и анализа чувствительности методологически обоснованы на основе рекомендаций международного руководства. В результате разработана концептуальная модель, связывающая региональный индекс биоэкономики со стратегическими целями, и обоснованы предложения по её внедрению в практику региональной статистики. Показано, что предложенный подход обеспечивает прозрачный мониторинг выполнения региональных стратегий.Ключевые слова
