THE RELATIONSHIP OF HUMAN CAPITAL DEVELOPMENT AND MANAGEMENT QUALITY IN THE FIELD OF REGIONAL SERVICES

Abstract

This article provides a theoretical and empirical analysis of the interrelation between human capital development and management quality in the regional service sector. In recent years, as the service industry has become the main driver of economic growth, the quality of human capital — including employeesʼ qualifications, intellectual capacity, and innovative ability — has emerged as a crucial determinant of managerial efficiency. The study examines the causal relationship between the level of human capita l development (education, digital competencies, labor productivity) and the quality of the management system (strategic planning, management innovation, organizational culture) through an empirical model. The analysis conducted in Namangan region shows tha t a 1% increase in investment in human capital raises the profitability of service enterprises by an average of 0.6 –0.8%. The article substantiates the synergistic mechanism of interaction between human capital and management quality in the regional servic e sector and develops scientifically grounded recommendations for qualitative modernization of management.
