Abstract

This article provides a scientifically grounded analysis of the necessity and prospects for developing a digital transformation strategy in local communities (mahallas). A comparative analysis of Uzbekistanʼs mahalla management systems with the experiences of leading countries such as Estonia, Singapore, New Zealand, and others has been conducted. Strategic directions have been developed based on the assessment of various indicators related to the development of digital infrastructure, enhancement of servic e transparency, and strengthening of civic engagement in mahallas. The findings serve as a scientific foundation for shaping a long -term, integrated, and phased digital transformation strategy.
