MINTAQADA INNOVATSION SIYOSATNI AMALGA OSHIRISHNING

Abstract

This article provides a comprehensive analysis of the institutional framework for implementing innovation policy in the regions and the theoretical foundations of the intersectoral integration model. Based on the “Triple Helix” concept, the study explores institutional mechanisms that enhance cooperation among government, academia, and business. Using the case of the Namangan region, the paper examines the effectiveness of regional innovation policy, institutional coherence, and the economic impact of intersectoral integration. The results propose a multi-level innovation management model focused on developing cluster structures, ensuring governance transparency, and fostering innovation-driven growth.
