Abstract

The article links the 2026-2030 forecast of investment factors in Kashkadarya with poverty-reduction management. ARIMA, information criteria, residual diagnostics and forecast intervals are applied. Prudent, baseline and activated scenarios and RI-HINI-based territorial management directions are developed. The scientific and practical contribution is the integration of forecasting, territorial typology and feedback monitoring into a single adaptive management mechanism.
