Abstract

The article examined foreign experience in developing tourism on the basis of an innovative approach through cross-country comparison. The author compared the innovative tourism models of Spain, Korea, Singapore, Japan, Türkiye, the United Arab Emirates and Estonia by institutions and tools and calculated a normalised gap indicator using the World Economic Forum Travel and Tourism Development Index 2024. The scores of the selected countries ranged from 4.07 to 5.18, while Uzbekistan ranked 78th with 3.68 points, rising by 16 positions since 2019. The normalised gap equalled 9.6 percent relative to Kazakhstan and 29.0 percent relative to Spain. Scores in Japan and Singapore declined slightly, whereas in the UAE, Türkiye and Kazakhstan they rose by 3.1-4.4 percent. Dedicated governance institutions, open data ecosystems, regional partnerships and results monitoring were identified as common success factors. Proposals were substantiated for a smart destination standard and a tourism data platform in Uzbekistan.
