Abstract

The article examines the institutional and economic mechanisms for accelerating the green economy transformation in regional agglomerations. It substantiates the role of the economic concentration of agglomerations, resource use efficiency, environmental innovations, green investments and digital technologies in green transformation. Public-private partnership, green finance, environmental infrastructure, institutional incentives and the development of interregional cooperation were assessed as priority mechanisms. Practical proposals were developed to increase the green development potential of agglomerations, reduce environmental pressure and ensure economic efficiency. The study was carried out on the case of Namangan region, Namangan city and 11 districts using official statistical data for 2017-2025. The results showed that industrial output increased almost 6.9-fold in 2017-2024, and that Namangan city, Turakurgan and Chust districts have the highest green transformation potential. It is proposed to shape a green agglomeration policy in the region on the basis of the “core - secondary centres - peripheral areas” model.
