THE OPPORTUNITIES OF SMART NEIGHBORHOOD SYSTEMS IN SUSTAINABLE NEIGHBORHOOD PLANNING

Abstract

This article analyzes the concept of the “Smart Mahalla” system and its management capabilities based on digital technologies. It explores the enhancement of social service efficiency, improvement of residentsʼ quality of life, and safety № 10-SON OKTA BR, 2025 -YIL 357 assurance through the implementation of digital infrastructure, artificial intelligence, the Internet of Things (IoT), and Big Data Analytics at the community (mahalla) level. The paper presents practical experiences and recommendations on introducing the “Smart Mahalla” system for adaptive community management, online citizen engagement, rational resource use, environmental monitoring, and the automation of employment and social assistance processes. In addition, the study introduces the concept of the “Smart Mahalla Efficiency Index (SMEI).” The model analyzes the interrelationships between production, consumption, infrastructure, employment, and environmental indicators at the mahalla level.
