Abstract

Abstract
The study analysed the preparation of modern managerial staff in the higher
education management system. The research examined the experiences of Singapore,
Finland, Germany, and the United States using a comparative approach. Key features
of leadership competency models, institutional governance structures, and professional
development mechanisms were identified. The current state of managerial staff training
in the higher education system of Uzbekistan was assessed based on regulatory
documents and statistical data. The findings demonstrated the necessity of improving
leadership training systems, introducing competency-based evaluation criteria, and
developing continuous professional development mechanisms. The results were
considered a scientific and practical basis for modernizing higher education
governance and strengthening the professional capacity of managerial staff.
