Abstract

The article examined the theoretical foundations and practical mechanisms of financing renewable energy projects in healthcare institutions through public-private partnership. The author generalised incomplete contract theory, risk allocation and value for money concepts and treated the energy supply of medical institutions as an object of partnership. The healthcare network in 2020-2024, solar panel installation at social facilities and the partnership portfolio were assessed using official sources. Build-operate-transfer, availability payment, energy performance contract and lease models were compared in terms of risk allocation. A hybrid payment mechanism combining an availability payment with a share of energy savings and a partnership model were developed. The author substantiated proposals on introducing an energy audit standard, bundling projects at district level and applying the public sector comparator. The results contribute to improving the reliability of energy supply in medical institutions and reducing budget expenditures.
