Abstract
The article examined improvements to the concept of innovation capacity development in fuel and energy enterprises. Systems, integrated and institutional approaches, comparative analysis and conceptual modelling were used to synthesise its components. An indicator system and composite index were proposed to assess technological, financial, human, digital, organisational and environmental capabilities jointly. A conceptual model connected resources, innovation processes and outcomes. Strategic directions included modernisation, digital transformation, research cooperation, financing, skills development and green innovation. Recommendations addressed establishing an innovation unit, selecting projects through multiple criteria and introducing a competency map. The proposals supported resource efficiency and coordinated innovation management within a theoretical framework.Keywords
