Abstract

The article analyses Uzbekistan’s place and significance in the international community in the context of the foreign policy reforms of 2016-2026. Drawing on national role theory, middle-power theory, soft power and regional security complex theory, it proposes a five-dimensional model of Uzbekistan’s international role: political-diplomatic, economic-integration, transport-transit, security-stability and cultural-humanitarian. Official statistics show that foreign trade turnover grew from USD 25.8 billion in 2016 to USD 81.2 billion in 2025, the number of export markets rose from 79 to 132, and the number of states with which Uzbekistan maintains diplomatic relations reached 165. An international openness dynamics index calculated by the author indicates that the scale of external ties expanded on average 1.86-fold. The article argues that Uzbekistan increasingly acts as an “initiative-driven bridge state”, identifies improving the trade balance, diversifying exports towards higher value-added goods and completing WTO accession as the main reserves for further growth, and offers recommendations for consolidating the country’s international standing.
