Abstract

The article synthesised theoretical foundations of digital transformation in regional economies and developed a methodological assessment procedure. Theoretical synthesis, comparative analysis and a systems approach clarified relationships among technological change, human capital, institutional conditions and organisational capabilities. International methodologies and official Uzbek statistics informed a three-level indicator system covering conditions, resources and outcomes. A four-layer model linked institutional foundations, resources, intangible investment and economic outcomes. National indicators illustrated its potential application. Recommendations addressed coordinated infrastructure development, skills training and management improvements within regional programmes. The analysis also established the rationale for considering delayed economic benefits when evaluating digital projects and planning regional development.
