Abstract
The article examined international experience in integrated housing stock management and its adaptation to Uzbekistan. Systemic, institutional and comparative approaches were applied to practices in Germany, France, the United Kingdom, Spain, the United States, Poland and Finland. Institutional, technical, financial, service, energy, information and strategic management functions were systematised. The analysis highlighted the distribution of responsibilities among owners, professional managers and service providers. Priorities were identified for professional qualifications, financial transparency and digital reporting. Proposals addressed owner participation, service competition and the preservation of buildingsʼ technical condition. Selective adaptation of international models was emphasised, with attention to accountability and coordination among participants. Keywords
