НАУЧНО-ТЕОРЕТИЧЕСКИЕ АСПЕКТЫ И ПРИНЦИПЫ В СФЕРЕ ГОСУДАРСТВЕННО-ЧАСТНОГО ПАРТНЕРСТВА
Abstract
The article examines scientific and theoretical approaches to defining public-private partnership (PPP) and the principles for organising interaction between the state and business. Drawing on the classification presented in the source table, it reveals the content and the cognitive potential of the broad, narrow and contractual interpretations of partnership. The role of the institutional, project-based and contractual approaches in explaining the economic nature of PPP is considered. It is substantiated that these interpretations describe different levels of analysis and can be applied together when specific projects are studied. A systematisation of PPP principles is proposed that combines legal, economic and managerial requirements. Directions for improving the preparation and appraisal of projects are formulated, providing for the alignment of public interests, investment incentives and long-term budget commitments. Keywords
