Abstract

The article examined opportunities to develop women’s entrepreneurship and reduce poverty through rural tourism in Bukhara region using a circular bioeconomy approach. District clustering, exploratory surveys of tourists, stakeholders and rural residents, and scenario assessment were applied. The analysis identified residents’ interest in tourism services and conditions needed to translate that interest into business activity. A value chain integrating local produce, family guest houses, crafts and biological waste processing was developed. A five-stage programme covering training, financing and market access was proposed. Monitoring indicators addressed income, employment and resource use. Small sample limitations and the need for programme evaluation were acknowledged.
