FINANCIAL RESOURCES OF HIGHER EDUCATION INSTITUTIONS IN THE TRANSITION TO A GREEN ECONOMY AND THEIR ECONOMIC SUBSTANCE

Annotatsiya

Maqolada Oʻzbekistonning yashil iqtisodiyotga oʻtishi sharoitida oliy taʼlim muassasalari (OTM) moliyaviy resurslarining iqtisodiy mohiyati tadqiq etilgan. Koʻpincha bir maʼnoda qoʻllanadigan uchta tushuncha - moliyaviy manbalar, moliyaviy resurslar va moliyaviy mablagʻlar - aniq farqlab berilgan hamda OTM moliyaviy resurslari olti guruhga tasniflangan: davlat buyurtmasi (davlat granti), toʻlov-kontrakt mablagʻlari, grantlar, homiylik, ilmiy loyihalar va oʻz daromadlari. Har bir guruhning yashil transformatsiyani moliyalashtirishdagi roli va unga xos xatarlar aniqlangan. Adabiyotlarga hissa sifatida innovatsion, qaytariladigan va natijaga bogʻlangan moliyalashtirish kanallarini - yashil obligatsiyalar, yashil aylanma fondlar, energiya servis shartnomalari, xalqaro iqlim grantlari, innovatsiyalarni qoʻllabquvvatlash fondlari bilan “1+1” hamkorlik, kraudfanding, davlat-xususiy sheriklik hamda Turobova, Giyazova va Qodirov (2018) taklif etgan maqsadli oʻquvlaboratoriya fondi va OTM - korxona hamkorligi modelining yashil yoʻnalishga moslashtirilgan shaklini - alohida “yettinchi resurslar guruhi” sifatida tasniflash taklif etilgan. Shuningdek, moliyaviy manbalar diversifikatsiyasi va innovatsion moliyalashtirish salohiyatini baholash koʻrsatkichlari ishlab chiqilgan hamda “yashil” OTMni moliyalashtirish boʻyicha tavsiyalar berilgan.
