Abstract

The article examined the legal and institutional foundations of innovative tourism in Uzbekistan on the basis of the institutional theory of D. North and O. Williamson and tourism governance concepts. The author conducted a chronological and content analysis of ten key legal acts adopted in 2016-2025 and identified three stages: governance foundations with entry regime liberalisation, statutory regulation of the sector, and optimisation of the governance structure. Institutional actors and their functions were identified on the basis of the laws on tourism and on innovation activity. A hierarchical model leading from the Constitution and laws through secondary legislation and executive institutions to the outcome was developed. The reorganisation of the Tourism Committee into an independent body in 2025 was assessed as an important step towards more effective governance. Proposals were substantiated on harmonising tourism and innovation legislation, strengthening interagency coordination and financing innovative projects through the tourism support fund.
