Abstract

The article examined Uzbekistan’s public external debt creditor structure and approaches to assessing debt servicing risks. Ministry of Economy and Finance and World Bank data were analysed separately, respecting differences in statistical coverage. Concentration indices, payment decomposition and sensitivity checks were applied. Concentration findings depended on classification detail. Interest payment growth was decomposed into debt volume, creditor composition and within-group interest payment ratio components. Accounting results were distinguished from causal effects. Proposals included aligning debt stocks with principal and interest flows, reconciling definitions and maintaining a registry with unique identifiers. Recommendations supported improved payment planning and information provision for public debt management.
