Abstract

The article examined the methodological foundations of using bioeconomy indicators in assessing the effectiveness of regional strategic development. The author summarised the resource-based, biotechnology-based and ecology-based interpretations of the bioeconomy and substantiated it as an independent object of regional strategy assessment. The experience of the European Union bioeconomy monitoring system was compared with the share of agriculture in the gross domestic product and employment of Uzbekistan, and a relative productivity coefficient was calculated. A system of indicators covering bio-based value added, bio-based employment, biomass supply, resource productivity and bio-waste recycling was proposed together with a procedure for constructing a composite index. The stages of min-max normalisation, weighted aggregation and sensitivity analysis in constructing the composite index were methodologically substantiated on the basis of the recommendations of the international handbook. A conceptual model linking a regional bioeconomy index with strategic goals was developed, and proposals were substantiated for introducing it into regional statistical practice. It was shown that the proposed approach enables transparent monitoring of the implementation of regional strategies.
