Abstract

The article examined, from theoretical and practical perspectives, the organizational and economic mechanisms for the efficient use of bioeconomic resources in regional agglomerations. The author synthesised the concepts of the micro-foundations of agglomeration economies, industrial symbiosis and the bioeconomy, and interpreted the agglomeration as a favourable space for collecting and processing agricultural residues, organic household waste and other biological resources. The spatial distribution of the population, the volume of household waste, agricultural output and the regional parameters of waste-to-energy plants were assessed on the basis of official sources. A resource utilisation coefficient and an energy yield indicator were calculated, and it was found that the facilities under construction in large agglomerations have the potential to significantly raise the level of processing. As a result, a mechanism model combining a bio-based cluster, municipal-private partnership, economic incentives and spatial planning was developed, and practical proposals were substantiated for the Khorezm region. The proposed approach serves the sustainable and balanced development of the regions. The findings can be used by local authorities (khokimiyats) and investors when planning bio-resource processing projects.
