Abstract

The article examined, from theoretical and practical perspectives, pharmaceutical technology transfer and the priority directions of local production of medicines in the context of bioeconomy development. The author compared the OECD and European Union bioeconomy concepts, absorptive capacity theory and the WHO local production framework, and interpreted technology transfer as the link converting biological resources into high value-added products. Uzbekistan’s pharmaceutical market structure, the 2022-2026 forecast indicators and the medicinal plant raw material base were assessed using official and analytical sources. A conceptual model combining bioresources, technology transfer, absorptive capacity and state policy was developed. Proposals were substantiated on producing active substances, deepening the herbal medicine value chain and expanding pharmaceutical personnel training, which contributes to the sustained growth of the sector. The results can be used in developing sector development programmes.
