Abstract

This article examines the opportunities for applying circular economy principles - reduction, reuse, recycling and recovery - to water resource management under conditions of growing water scarcity. Using Uzbekistan as a case study, the paper analyses the dynamics of water-saving technology adoption, digital monitoring systems and economic incentive mechanisms introduced in recent years, drawing on official statistical and regulatory sources, and compares them with the circular watereconomy experience of Israel, Singapore and the European Union. Qualitative, comparative and generalisation methods were applied, and official indicators for 2017-2026 were systematised. The findings show that while Uzbekistan has achieved notable progress in source-level water conservation, the stage of treating and returning used (waste) water into a secondary cycle remains underdeveloped. Based on this, the article proposes concrete recommendations for building a full circular model of water resource management.
