Abstract

This paper develops a conceptual and methodological framework for assessing the green tourism potential of a region on the basis of environmental, social and governance (ESG) principles, using Bukhara Region as the case. The regionʼs natural, cultural and market resources are systematised from official sources; a composite Green Tourism Potential Index (YTSI-ESG) is built on the ESG pillars with a transparent normalisation and weighting procedure; key climate risks are analysed from published projections for Uzbekistan and linked to adaptation measures and ESG pillars. A distinctive feature is the assessment of data availability for each indicator at the regional level, so that the index also identifies gaps in regional statistics. The findings show substantial environmental potential but limited regional data for its quantitative assessment. Resource efficiency, the balanced seasonal and spatial distribution of tourist flows and the institutional strengthening of regional monitoring are identified as priorities for green tourism development.
