Abstract
The article examined mechanisms for developing industrial cluster innovation ecosystems within a circular economy. Cluster, innovation ecosystem and industrial symbiosis theories were synthesised using statistical analysis and conceptual modelling. Uzbekistanʼs industrial structure and changes in industrial infrastructure participation were assessed. Links between knowledge exchange and residual resource reuse were explored theoretically. An industrial symbiosis coefficient and a composite ecosystem index were proposed. The assessment covered resource circulation, innovation, ecosystem structure, governance, and economic and social outcomes. A conceptual model connected cluster cores, innovation infrastructure, symbiotic exchanges and monitoring. Recommendations addressed digital platforms, joint laboratories and enterprise cooperation to improve resource efficiency. Keywords
