Abstract

The article examined the theoretical foundations and methodological directions of assessing regional social stratification trends under the transition to a circular economy. The author systematised international approaches to the social dimension of the circular economy and substantiated that resource circulation affected the position of population strata through the channels of employment, income and access to services. Drawing on official sources, the study assessed per capita household incomes across the regions of Uzbekistan, the poverty rate, the Gini coefficient and the quintile ratio, and interpreted household waste recycling indicators in connection with social outcomes. An indicator system that allowed the Theil index to be decomposed into between-region and within-region components was developed together with a conceptual assessment model. The results supported planning and monitoring of inclusive circular policy regionally. The findings showed that gaps between population strata in the country were narrowing, while interregional income differences remained relatively stable.
