Abstract

The article examined mechanisms for improving industrial resource and energy efficiency through circular economy principles. Systems and process approaches, comparative analysis, classification, and time series analysis were applied. World Bank and national statistics informed the assessment of Uzbekistanʼs energy intensity trends and industrial technological structure. A conceptual model integrated diagnostic, managerial, technological, and institutional mechanisms. Decoupling elasticity and the resource loss share were proposed as assessment indicators. Material flow cost accounting, energy management, waste heat recovery, and water recirculation were systematised. Recommendations addressed resource conservation, production cost optimisation, and environmental performance, providing a framework for subsequent evaluation using enterprise data.
