Abstract

The article examines the activation of entrepreneurship among persons with disabilities as an important mechanism of social justice and inclusive development in the context of the circular bioeconomy. The institutional framework formed in Uzbekistan in 2020-2025 is analysed, and it is shown to be oriented mainly towards wage employment, with a relatively weak entrepreneurship component. The author proposes a three-level (macro-meso-micro) model based on the theory of adaptive entrepreneurship and the concept of an inclusive economic ecosystem. Seven circular bioeconomy sectors (waste sorting and recycling, compost production, urban horticulture, crafts from natural raw materials, reuse, online trade in eco-products, organic food) are assessed for suitability across four types of disability and substantiated as the most appropriate niches for inclusive entrepreneurship. Practical mechanisms - an adaptive business incubator, a digital inclusive platform, social franchising, cooperative entrepreneurship and a mentor-partner programme - are developed in relation to the identified barriers.
