Abstract

The article examines ways of improving the efficiency of labour resource use in construction materials enterprises. A comparative analysis of the existing efficiency indicators is carried out and their principal limitations are identified. A four-component integral efficiency index is proposed, covering labour productivity, working-time utilisation, workforce stability and employee qualification, and computed as a weighted geometric mean. The methodology is tested on data of Uzbekistanʼs construction materials enterprises for 2020-2024, and a forecast up to 2030 is developed. The calculations show that the integral index increased from 0.572 in 2020 to 0.654 in 2024, while the employee qualification sub-index (0.527) was identified as the main factor constraining the integral indicator. If targeted measures are implemented, the index may reach 0.765 by 2030, which corresponds to the industryʼs transition to a “high” efficiency level. Priority directions for raising efficiency are substantiated: technological modernisation, better organisation of working time, staff retention, and staff training and qualification upgrading.
