Abstract

This article examines the theoretical and methodological foundations for adapting situational and behavioral leadership models to improve regional governance effectiveness under conditions of external environmental instability. It explores how institutional uncertainty, external economic risks, and organizational changes influence managerial decision-making. An integrated conceptual model is proposed to align leadership styles with the institutional capacity of regional governance systems, personnel competencies, and environmental volatility. The study identifies strategic priorities for strengthening adaptive governance mechanisms, enhancing organizational flexibility, and improving the economic effectiveness of regional management decisions. The study analysed economic development indicators of the regions of Uzbekistan for 2016-2025 and developed an organizational and institutional assessment matrix for adapting leadership models in 12 cities and districts of Namangan region. The proposed approach allows the leadership style to be chosen according to the complexity of management tasks, staff preparedness and the level of external economic risks.
