Abstract

The article studies foreign models and best practices of managing innovation activity in industrial enterprises. The experience of Germany, Japan, South Korea, China and the USA is compared in terms of government-industry-science cooperation, financing mechanisms and in-company management tools. The study applies a systems approach, comparative and institutional analysis, grouping and generalisation. Uzbekistanʼs innovation potential is assessed using Global Innovation Index data. The results show that while Uzbekistanʼs position in innovation inputs is improving, innovation outputs are lagging behind. The main problem is found to be the weakness of enterprise management systems that turn ideas into commercialised products. Stage-gate decision-making, open innovation, continuous improvement, results-based financing and an innovation indicator system are identified as best practices. A fivestage model of innovation management at the enterprise level and recommendations for applying foreign experience in Uzbek industrial enterprises are proposed.
