Abstract

The rapid evolution of infrastructure demand, coupled with severe public budget constraints in emerging and regional economic systems, necessitates the strategic adaptation of proven international institutional frameworks for Public-Private Partnerships (PPPs). This study presents a comprehensive empirical and institutional comparative analysis of global PPP practices, examining governance architectures, regulatory evolution, risk-sharing paradigms, and financial engineering mechanisms across key mature and emerging jurisdictions-including the United Kingdom (the evolution from PFI to PF2), Germany, Turkey, South Korea, and the United Arab Emirates. Utilizing a multi-criteria comparative framework, the research systematically evaluates how diverse global governance models achieve Value-for-Money (VfM) optimization, balance public fiscal exposure against private equity returns, and mitigate sub-national market failures. The findings reveal that successful global PPP paradigms rely fundamentally on three structural pillars: centralized project preparation facilities (PPPF) that standardize ex-ante feasibility, legally binding riskallocation matrices, and state-backed credit enhancement instruments such as Minimum Revenue Guarantees (MRGs), Viability Gap Funding (VGF), and availability payment buffers. Furthermore, the paper synthesizes critical failure modes from international case studies, specifically highlighting the systemic risks of debt over-leveraging, aggressive demand forecasting, and unmitigated foreign exchange exposure. Ultimately, this research formulates a tailored framework to adapt international best practices to regional economic contexts, offering actionable recommendations for sub-national policy design, institutional capacity building, and sustainable infrastructure investment resilience.
